[Bug 636706] [NEW] navigation area -- mouse cursor spins ater initial page loads

When I first start firefox, the title bar and the topmost bar (unsure of
it's name) makes the mouse go to the spinning wait state even after the
page loads. This lasts for about 9 seconds. Starting additional firefox
windows causes the same effect.
