Run this instead:

1)  sudo useradd -d /home/testuser -m testuser
2)  sudo passwd testuser (make password anything)

3)  su testuser
4)  cd 
5)  wget https://addons.mozilla.org/en-US/firefox/downloads/latest/383/addon-383-latest.xpi?src=search

To see if the package downloaded run:

ls /home/testuser

and see if the file is listed.
