[Bug 666629] [NEW] Welcome page is shown on every minor update

Public bug reported:

Binary package hint: thunderbird

The welcome page/tab "Welcome to Thunderbird 3" is shown on the first
start after every package update, e.g. from 3.1.1 to 3.1.2. I do not
know whether this is the intention of the mozilla developers, but I
consider it a bug since it provides nothing new and tends to get on the
users' nerves.

Happens on TB 3.0/Lucid as well as TB 3.1/Karmic. Profiles are *not*
migrated from TB2.

Will happily provide more info if needed.
