More googling & more research:

I'm wondering if this Bug isn't related to Bug 69091

I've also found references to this issues (installation of Kubuntu
Desktop) here:

I tried the solutions offered, resetting the following to 0 in FF's
about:config  -->  browser.display.auto_quality_min_font_size = 0

The solution didn't work for me.

Also, I was asked earlier if ~/.font.conf is present. It is. Did I miss
it before?
