I also have this problem.
Scrolling with mousewheel, up/down-keys or by clicking scrollbar arrows causes tearing of the webpage.
Grabbing the scrollbar en scrolling by dragging the mouse works perfectly.
This happens on any webpage.

Linux dvdw-laptop 2.6.32-22-generic #36-Ubuntu SMP Thu Jun 3 22:02:19 UTC 2010 i686 GNU/Linux
