In general, there isn't a need to open bug reports asking us to update
to the latest version. We upload the new versions to
https://edge.launchpad.net/~ubuntu-mozilla-security/+archive/ppa when
the beta testing period starts (and the 3.6.4 update has already been in
that PPA for several weeks now, which anybody can use to participate in
testing).

We are currently in the process of preparing to publish 3.6.4 for all
supported Ubuntu releases, and there are still a few issues to solve
before that happens
