feature set that readers can expect to see in the next draft include:

As this is a deprecated feature, the vector editors should indeed set
the SVG version attribute to "1.2" and use textArea instead of flowText
and flowRoot. Scour handles flowRoot and flowText by simply not touching
them, and textArea the same.
