Public bug reported:
Binary package hint: thunderbird
This is on Thunderbird 3, Ubuntu packaged version :
Mozilla/5.0 (X11; U; Linux i686; en-US; rv:220.127.116.11) Gecko/20100423 Lightning/1.0b1 Thunderbird/3.0.4
Description: Ubuntu 10.04 LTS
apt-cache policy thunderbird
The default size for the Account Settings window (Edit > Account Settings) is too small to display the “Manage Identities” button.

Also, this sounds similar to me to bug #31483.
If I can help in other ways, let me know. :)
