Chrome uses the same flash plugin as Firefox. I do not know for sure if Chrome uses GTK or QT (or even quite possibly it's own widgets).

I can't confirm this at all, I'm using Chromium (not sure if you are
using actual Chrome) and Flash still exists fullscreen on volume
changes.
