AHA!!

I localized to cookies. When 'ask me every time' is chosen, many sites
will not load and the other behavior I previously mentioned.

I'll run 3.6 for a few more hours to see if it solves all the issues.
Mind you, one of the things I like about Firefox is the ability to
control cookies.
