I'm not sure what the problem is here: are you trying to file a bug against firefox, in which case you seem to have got the right package? The official bug tracker for firefox is, I believe, here: https://bugzilla.mozilla.org/
In addition, I'm also running 10.04 (but on AMD64), and I've just tested File/Quit for firefox-3.6 and it does seem to quit correctly, even when I have multiple tabs across multiple windows running. I did however find that it took a few seconds to quit correctly, because it has to do a few cleanup tasks including freeing up the memory it was previously using.
