Public bug reported:

Binary package hint: flashplugin-nonfree

During version upgrade from 8.04 LTS to 10.04 LTS, flashplugin-installer
doesn't re-install. Upgrade complains about it, then skips it over.
Then we get the opportunity to report the anomaly. Not much more to go
on.

Oh. Upgrade was by network, started by 'update-manager -d'. Complete
in about 11 hours, give or take.
