[Bug 457791] [NEW] Build sqlite3 with SQLITE_SECURE_DELETE

Upstream Firefox builds with SQLITE_SECURE_DELETE in order to make sure
the contents of a sqlite database are completely deleted when clearing
history. Ubuntu is not doing that currently and needs to start doing so.
