If you look at http://security.ubuntu.com/ubuntu/pool/main/n/nss/ you'll see that there's:
http://security.ubuntu.com/ubuntu/pool/main/n/nss/libnss3-dev_3.12.3.1-0ubuntu0.8.04.2_amd64.deb

Have you tried doing a "sudo aptitude update" and then trying again?
