I think you should ask every LoCo team which link they think are best to replace the 3 English ones. 
For example at ubuntu-fr, we created this full-French start-page for our localized live-CD : http://start.ubuntu-fr.org/9.10/

It would be nice also to localize the Google results. (but I don't know
if it is possible, we did not manage on our start-page).
