[Bug 477119] [NEW] Language used by Firefox's spellchecker does not default to language chosen in gnome-language-selector

Installation was performed in oem mode from a 9.10 cd where the
following packages were added to the squashfs and filesystem.manifest-
desktop-

gimp-help-common openoffice.org-l10n-common language-support-es
language-pack-es kde-l10n-es evolution-documentation-es gimp-help-es
openoffice.org-help-es gnome-user-guide-es openoffice.org-l10n-es
language-pack-kde-es openoffice.org2-thesaurus-es language-support-en
language-pack-en kde-l10n-engb evolution-documentation-es gimp-help-en
openoffice.org-help-en-gb openoffice.org-help-en-us gnome-user-guide-en
openoffice.org-l10n-en-gb openoffice.org-l10n-en-za language-pack-kde-en
openoffice.org2-thesaurus-en-us openoffice.org-hyphenation-en-us

Adding this set of packages to the cd allows a user to choose either
English or Spanish and have full internationalization without needing an
internet connection.

During installation, the locale chosen was en_US.UTF-8. During user
setup via oem-config, English was chosen. After logging in to the newly-
created user account and starting Firefox, the language it uses for
spell checking is es-GT. English / United States is in Firefox's list of
available languages but it is not chosen, despite gnome-language-
selector reporting English and env reporting LANG=en_US.UTF-8.

Other applications like Gedit and OpenOffice.org properly spellcheck in
English, so I think this problem is specific to Firefox.
