This actually was not my problem, but I can see how my description might
lead you to believe so. The window was not "too large" and there was no way
to resize. F11 did nothing (I tried that then). ESC didn't help either. The
task bar had completely disappeared from the bottom as well, so I had to
force-quit when it happened because I couldn't get anything to work when it
did that.

I eventually managed to get it to have a top bar by turning off enhanced
display options, through the Ubuntu preferences menu.
