Public bug reported:
Binary package hint: flashplugin-nonfree
Download consistently freezes at about 10-12%
I have no problems downloading anything else.
I get the same problem in firefox and wget as well, so it must be the file.
If adobe can't host it on a working webserver, maybe you should include it in your own repositories.
I had the problem for several weeks and it significantly degrades my web
browsing as many pages uses flash in useful ways (or at least my kids
think so).
