i guess your decision gets overriden by the networkmanager integration.
Try to turn that off by setting toolkit.networkmanager.disable to true
in about:config.

So yes, its probably a problem of the profile wizard; its not really
obvious what it should do though. Arguably it could probably be just
removed as firefox remembers the last state anyway if you don't use
networkmanager maybe verify that.
