[Bug 342501] [NEW] Work offline in ProfileManager does nothing

Public bug reported:

Binary package hint: firefox-3.0

When launching Firefox in a terminal using 'firefox -ProfileManager' one
is presented with a checkbox to choose "Work offline".  I've checked
this checkbox and then clicked "Start Firefox" only to discover that
Firefox is in on-line and continues to load websites.
