No, it's not the obvious choice as Thunderbird and other xulrunner based
apps use the same file format.  I would think that most people that
install Firefox extensions do it from within Firefox.  In that case,
they never even see the .xpi file.  I would suggest you make a proposal
on http://brainstorm.ubuntu.com/ and see what type of feedback you get. 
I discussed this with the maintainers of the package and the result was
the current behavior is good for now.  See what happens on brainstorm
and then maybe we can revisit this.
