during the https://blueprints.edge.launchpad.net/ubuntu/+spec/jaunty-
desktop-network-changing blueprint discussions it was identified that
update-manager lacks a proper integration:

 + downloads are not halted/resumed for network-manager online/offline state changes.
 + firefox 3.1 and later have network-manager support disabled.
