[Bug 314869] [NEW] Pages appear to be in a continual loading state

Public bug reported:

Binary package hint: firefox-3.0

All pages except the first tab appear to be in a continually loading
state even though the page looks fine.   When I say loading, I mean the
little progress "circle" that cycles clockwise to the left of the tab
name.  Also, the forward and back buttons are grayed out and
unresponsive when they shouldn't be.
