Thank you for your suggestion. However, the changes you are requesting
aren't really a bug and require more discussion, which should be done on
an appropriate mailing list or forum.
http://www.ubuntu.com/support/community/mailinglists might be a good
start for determining which mailing list to use.

* Migrating /usr/share to /home is considered to be a "customised"
operation and isn't something that is normally done.  I am sure that
moving everything from /usr/share to /home/share would break more then
just firefox.

I will mark this as a "wishlist" as the sym link you have suggested is a
good idea and might want to be considered for future releases.
