[Bug 331575] [NEW] Inconsistent behavior when user opens a new window versus opens a new tab

Public bug reported:

Steps:
1. Choose "New Window" from the file menu, notice that window opens with your home page loaded by default
2. Choose "New Tab" from file menu, notice that a blank window opens

Result:
1. This is unnecessarily inconsistent
2. When in full screen mode new tab appears to turn the users screen totally white. This is confusing, especially on netbooks.
3. Ubuntu has a useful quick search page that would make sense to show when a new tab is completed. However, the user instead has to navigate to a search engine web page, or use the search box in the browser toolbar to search. Again, this is time consuming in full screen mode.
