Yes it can be reproduced:

browse to www.cacert.org then click "password login".
Firefox won't let you reach the page. 

Try to add an exception then:
Download the Certificate, check its integrity, then click "Accept". Klick it a dozen times, nothing will happen.

After that i downloaded the certificates to my desktop and tried to install them via edit/options...
Nothing.

I tried again just now, to make sure it's not "reboot and it works".

I even disabled the validation of certificates, that didn't change the
behaviour...
