[Bug 329152] [NEW] if there isn't enough space in /tmp for a file, firefox cannot download the file to any location

When clicking on a link which results in an attempt to download and save
a file, if there is not sufficient space in /tmp to save the file, there
appears to be no way to save the file at all, to any location.

The normal save file dialog first pops up (attached, save-1.png).
However, immediately a second dialog pops up (attached, save-2.png)
reporting that there is insufficient space to save the file.  Dismissing
the second dialog also dismisses the first dialog, resulting in it
apparently being impossible to save the file.
