[Bug 327173] [NEW] can't install anything I download or even run update manager

Public bug reported:

Binary package hint: firefox-3.0

If I try to install updates in update manager I get these messages: 1)   E:dpkg was interrupted, you must manually run 'dpkg--configure-a' to correct this problem.  2)  E:-cache->open()failed, please report.
When I download any programs from the internet & try to install them I get this message: Only one software mangement tool can run at the same time.  Close update manager,aptitude or synaptic to continue.  But I don't have any of them open that I know of.  I am very new to Linux, just got this computer last week, have used windows/internet explorer for about 15 years, so a little lost with this.
