This has already been fixed in Thunderbird 3.  Comment 4 from the
Mozilla bug:

That would be because of the five-digit bug that finally got fixed, that
was preventing accesskeys from working when the same key was used in
different tabs - one of the retention policy checkboxes was fighting for
your alt+r.
