[Bug 421540] [NEW] preferences says to save files to Desktop, but they are saved to /tmp

Public bug reported:

Binary package hint: firefox-3.0

In Firefox Preferences - main - Downloads, it is set to "Save files to
Desktop."  Yet they are saved to /tmp and then periodically deleted.
Why is Firefox ignoring the Save files to Desktop setting?  Is there a
work-around for this?
