I have this problem, too. (still present in 2.0.0.22+build1+nobinonly-0ubuntu3)
Drag n drop to folders is nearly unusable this way.
It behaves as if a fixed offset from the mouse y coordinate is subtracted for selecting the target folder.

I tried with another theme, to see if it makes a difference,
unfortunatly it did not help..
