[Bug 358014] Re: rebooting does not clear firefox's "restart required" status

this is a dupe of bug 270303 which easily can happen if you don't
shutdown firefox to reboot. the fix is to not use the localstore.rdf
timestamp, but to properly use a startup listener that remembers the
time firefox was actually started.
