This bug deals with locale-specific EULA settings, whereas bug 269656 is
about the EULA solution for everyone. At this stage it looks like the
EULA is going to be applied globally, so this is a separate issue (not a
duplicate).

Confirming this bug, since having legally useless EULAs will no doubt
concern users in Finland (and wherever EULAs are not valid).
