[Bug 271752] [NEW] network connections not managed by network manager are not recognised by applications

You have been subscribed to a public bug:

Connections established by other means that network manager are not
recognised by applications such as Firefox and Evolution.

Reproductions steps:
    1. Disconnect from all networks handled by network manager.
    2. Connect to a network without using network manager (I start a UMTS connection with gnome-ppp).
    3. Start firefox and look in the "File" menu. A check mark indicates it works in offline mode. Similarily for Evolution.

Expected behaviour is that the applications should realise we have
network connection (not going into offline mode) even when network
manager is not involved.
