You can upgrade from your 7.04 to 7.10 by following
https://help.ubuntu.com/community/GutsyUpgrades

After you have done that, you can upgrade 7.10 to 8.04 by following
https://help.ubuntu.com/community/HardyUpgrades

The Skype you should download is http://www.skype.com/go/getskype-linux-ubuntu
Save this file, it should go to your desktop.

When it is there, double click on it and you should be able to install
it.
