Yes. The bug is more general. I can't say anything about KDE 4. But with
KDE 3.5 the keyboard layout is not switched when any popup window
appears.

Here the concrete example:
0. Start Run Command from the K menu.
1. Start typing any command name.
2. The popup with previously entered commands appear.
Actual result:
Until you close the popup (by pressing Esc, for example) it's not possible to switch the keyboard layout.

I wrote the bug for Firefox because firstly I got the bug with it's
"smart suggesting" address bar.

And abont KDE 4:
>The country-flags in the panel display but switching among languages/countries in the "KDE keyboard layout switcher" widget in the panel doesn't actually switch the input language.
It looks like the keyboard shortcut to switch the layout is not set.
