[Bug 289914] [NEW] Toolbar configuration is always lost

Public bug reported:

I've updated Ubuntu 8.04 to 8.10rc and since this update I loose my
toolbar configuration in Firefox (3.0.3+nobinonly-0ubuntu2) when I open
a new Firefox window or when I log out/back in. Example:

- I open Firefox.
- I configure toolbar in adding "new tab" icon and removing "home" icon.
- I click File -> New window.
- This new window reset my toolbar configuration, so "home" icon backs again and "new tab" icon disappears.

It's always reproducible.
