It's kind of fixed. See below.

vnix$ lsb_release -dr
Description: Ubuntu 8.10
Release: 8.10

vnix$ apt-cache policy thunderbird
thunderbird:
  Installed: 2.0.0.18+nobinonly-0ubuntu0.8.10.1
  Candidate: 2.0.0.18+nobinonly-0ubuntu0.8.10.1
  Version table:
 *** 2.0.0.18+nobinonly-0ubuntu0.8.10.1 0
        500 http://security.ubuntu.com intrepid-security/main Packages
        100 /var/lib/dpkg/status
     2.0.0.17+nobinonly-0ubuntu1 0
        500 http://fi.archive.ubuntu.com intrepid/main Packages

I sent myself the following test message.

vnix$ /usr/bin/sendmail -oi -t <<HERE
> From: era
> To: era
> Subject: Thunderbird
> tab test (LP#40759)

Both the list of message subjects and the actual message show a literal
tab (a substantial amount of whitespace) between "Thunderbird" and "tab
test". This is not quite the behavior I would have wished for (the
consensus in the upstream bug seems to be that the tab should be
converted to a regular space character, ASCII 32, and I would tend to
agree) but the ugly block character is gone.
