[Bug 300014] [NEW] Character Encoding Warning Won't Stop Popping Up!

Because I've selected "Western Encoding", which works best on my laptop,
I continue to get the Character Encoding warning every time Thunderbird
automatically saves the draft message I'm working on. Even after
acknowledging the warning, it comes up again at the next auto-save, and
again when the message is sent. I have purposely set my character
encoding to Western (instead of Unicode) so, why do I continue to
receive the Character Encoding warning? Shouldn't there be a way to
stop the warning after the first time it warns you? This is extremely
annoying when typing long messages!!
Can't a patch be made for this??
