[Bug 294777] [NEW] Vertical scroll causes backward navigation

Public bug reported:

Binary package hint: firefox

After the last time I rebooted, all of a sudden my mouse wheel doesn't
work properly in Firefox.  If I scroll up, it does start to scroll the
page, but then it goes to the previous page as if I had clicked the Back
button.

I found similar bug reports via Google but it doesn't look like they
apply.

On about:config, mousewheel.horizscroll.withnokey.action = 0

If I run xev, the up and down scroll map to buttons 4 and 5,
respectively.
