[Bug 292625] [NEW] Locale es-AR appears instead of es-ES in Firefox, and Firefox start page

forked from bug 223829 which covered two issues initially:

Hi everybody, I'm Spanish and my English is not very well, but I'll try
to explain my self as well I can. I'm sending this message because I
think there is a mistake in Spanish locale configuration. This only
happens with Firefox. I'm running Ubuntu 8.04 Hardy Heron. Okay, here I
go. In the first case, when you open firefox, this page appears:
http://start.ubuntu.com/8.04/ , so it's appears with the language of
your Ubuntu , but, If you make a search, you will not use google.com ,
instead, you will use google.co.uk . I think this is not good, because
if you live in Spain, an you search for something, you will obtain
results in English, but if the search box use google.com instead, google
will detect your language and you will be redirected to google.es, so
the engine will show you results in Spanish, and what is better, results
for Spain (or wherever you live). I don't reallly think this is a bug,
because I think this page is made by Canonnical.
