This bug was fixed in the package devhelp - 0.19-1ubuntu3

  * respin and bump (build-)depends to fix breakage due to xulrunner 1.9 RC1
    API/ABI changes (LP: #233922)
    - update debian/control
    - update debian/control.in
  * fix glue code to startup internal mozembed glue properly
    - update debian/patches/04_devhelp-xul-1.9.patch
