In Firefox-3 the language packs needed for Urdu are 
language-pack-gnome-ur - GNOME translation updates for language Urdu
language-pack-gnome-ur-base - GNOME translations for language Urdu

In Firefox-2 we have the language packs split up per regoin more so than country/Language maybe 
mozilla-firefox-locale-ar - Mozilla Firefox Arabic language/region package
