Jamie what theme are you using when you see this issue.  This happens
outside of the restart dialog? During the restart dialog this is normal.
Please attach another 1 or 2 screenshots showing it differnet places, If
you have ubuntu-desktop or kubuntu-desktop installed please confirm it
happens there as well, What is the steps to reproduce this? Do you have
Desktop-Effects enabled? if so can you disable them and restart and see
if you can reproduce this.

CloudFX what would be the issue if its not Ubuntu related? A Firefox
issue seen in Ubuntu is a Ubuntu bug before it is Firefox bug.
