[Bug 230479] [NEW] faulty right-click menu

Ubuntu v8.04 Hardy Heron

About 25% of the time I try to right-click over a link, tab, or
bookmark, and select "Open in a New Tab" or "Open in a New Window",
those options are grayed out. I have to right-click one or two more
times before the options become available.
