[Bug 229595] [NEW] favicons do not obey image.animation mode setting

Public bug reported:

Binary package hint: firefox-3.0

Firefox 3 animates animated gif favicons in the tabs, url entry box, and
the url suggestions drop down, when in about:config I have set
image.animation_mode to none. I expect them not to be animated in this
case.

However, the animation does not always happen. I haven't worked out the
exact conditions, but when it isn't animating you can make it animate
again by clearing the cache and reloading the page.

I am using firefox-3.0 version 3.0~b5+nobinonly-0ubuntu3  on Ubuntu
8.04.
