[Bug 229006] [NEW] Firefox' new download status opens the download window, but doesn't hide it

Public bug reported:

Binary package hint: firefox

When you download one of more files, Firefox' statusbar shows the status
for your downloads. If you click that area of the statusbar, then the
download manager window is displayed. However, if you click it again,
then the download window flickers, as if it hides it and displays it
again. I would expect one click to open the download manager and the
next click to hide it.
