I confirm that the problem persists. I am using wvdial and firefox
always starts offline even when I am connected. Even if this is a bug in
NetworkManager, it is also a bug in Firefox and I can't see how you can
deny it - why should Firefox depend on nm to run?

I also want to ask the following question: Suppose we didn't have this
problem and firefox could see when we are online. Suppose we started
firefox while being offline but then connected to the network. Would
firefox automatically switch to `online' mode? If not, this is very
inconvenient because many times you may happen to open firefox
forgetting that you're not connected, and connect afterwards. Why would
you have to manually tell firefox to go online then? I think there
should be an option that firefox always starts online.
