[Bug 202301] Re: Firefox online/offline startpage not translated/localized

On Hardy, when locale is set to Simplified Chinese, the offline start
page for FF comes up to be the Traditional Chinese Taiwan (*_TW.html)
instead of the correct Simplified Chinese (*_CN.html) page. Where would
I begin to look for where this magic of picking the start page that
matches the locale happens as that is wherein perhaps the bug lies?
