As per the test above:

$gconftool --get /desktop/gnome/url-handlers/http/command
firefox -new-tab "%s"

$firefox -new-window http://ubuntu.com
[it opens http://ubuntu.com in a new window]

$gnome-open http://ubuntu.com
[ it open http://ubuntu.com in a new tab]
